Judge Ruling Prominent in Land Casino Gaming!

Governor Cuomo has proclaimed that slot machine gambling at four upstate casinos will commence on October 10th. The first phase of the casino licensing procedure was finished on Wednesday as the Gaming Facility Location Board (GFLB) granted authorization to three commercial casino operators, permits for eleven video gaming machines at each of the facilities were also released.

The board consisted of five appointees by Cuomo, who voted in favor of the resolution; with one member, Horace Silverglate, voting against. Silverglate believes granting a permit to Saratoga Casino and Raceway, which is situated in his district, constituted a conflict of interest Berkshire Hathaway Chairman Warren Buffett-whose company owns 38% of the track-was among those absent from the meeting.

When questioned about this, a spokesperson for the governor says that because there was no vote to be taken on Mr. Buffet's application due to it being a renewal and not new, there was nothing improper about the governor's appointment of members to the GFLB.

The ruling permits Capital Region Gaming LLC., del Lago Resort and Casino, Empire Resorts' Monticello Casino and Raceway, and Tioga Downs Casino Resort to operate up to seven video lottery terminals each for games like virtual blackjack, roulette, and poker. Slot machines won't be available until next year at the earliest pending final regulations from the state Lottery Division.

While racinos like Saratoga Casino and Raceway were given a permit for 11 VLTs each, they must wait until July 2018 to install any additional machines beyond what they offered before January 15th of this year. That means these gaming halls can have only six more machines while other casinos can install their full complement right away. There are an estimated 1,000 video lottery terminals statewide currently in operation at bars and restaurants with electronic versions of traditional casino table games.
